Mr. Lord Q. Dowdell

CEO & Founder
Lord Dowdell is the Founder and CEO of Icare Telehealth and Tele-Behavioral Health. He has over 20 years of videoconferencing, distance learning and telemedicine experience and has assisted in the Federal Communication Commission’s development of its national broadband plan for bridging the digital divide nationwide. Mr. Dowdell has been named a visionary by the Intel corporation and has created business strategies for capturing new business in state and local governments in New Jersey. Lockheed Martin, Northrop Grumman, Intel, Unisys and Microsoft are examples of companies he has developed business with - generating over $2 billion in revenues. Mr. Dowdell has served as the Director of Federal Relations at the University of Medicine and Dentistry in New Jersey, and developed state- and Cisco-certified technology training schools to prepare communities for automation jobs of the future. Mr. Dowdell has a BA from Rutgers University and is the author of several books.

Dr. Karen Myrie

MD, MPH
Dr. Karen Myrie, MD is a Pediatrics Specialist in Bronx, NY and has over 28 years of experience in the medical field. Dr. Myrie currently serves as the Medical Director for ACS Juvenile Detention, and as the Attending Pediatrician for ACS Children’s Intake Center. Dr. Myrie is a member of various professional organizations, including the National Medical Association, the American Academy of Pediatrics, and the Medical Society of the State of New York. Dr. Myrie has received numerous awards honoring her work and scholarship, including the 27 National Medical Association Region I Physician of the Year Award. Dr.Myrie received a BA from New York University, an MD from Suny-Downstate Medical Center College of Medicine, and a Master’s in Public Health from Columbia University.

Dr. Y.D. Yao

Ph.D
Dr. Y.D. Yao has been a premier researcher and developer of telehealth for the U.S. Army for over 20 years. An owner of over 23 patents, Dr. Yao is a Professor of Electrical and Computer Engineering at Stevens Institute of Technology and Schaefer School of Engineering & Science. Dr. Yao has done extensive research in artificial intelligence, machine learning, deep learning algorithms and has created applications in communications, networks and information systems (sensors, signals and medical imaging, medical and biomedical imaging, biological signals and medical imaging). Dr. Yao obtained a Ph.D. in Electrical Engineering from Southeast University in Nanjing, and a BS/MS in Electrical Engineering from Nanjing University of Posts and Telecommunications. Prestige was bestowed upon Dr. Yao by the American Institute for Medical and Biological Engineering (AIMBE) via an induction into the AIMBE fellow class of 2021, which comprises the top 2% of the nation's medical and biological engineers.

Darin J. Lieber

CPA, MST
Darin Lieber is a specialist in taxation through his firm, Darin Lieber CPA, which was formed in 2019. Prior to forming his solo practice, Mr. Lieber was the Tax Director and Managing Director at Angelo, Gordon & Co., L.P., where he was the in-house tax specialist charged with building the tax function from the ground up, directing all tax department activities, handling partnership and corporation tax issues and planning for over $26 billion in investments. Mr. Lieber has also served as a Tax Manager at Arthur Anderson & Co., where his clients included multinational corporations, holding companies, brokers, dealers, traders and investment/trading partnerships. Mr. Lieber received a Master’s in Taxation from Fordham University Graduate School of Business Administration, a BBA with a Concentration in Accounting from the University of Michigan and is a Certified Public Accountant.

Evan Stein

Chief Financial Officer
Evan Stein was the Chief Financial Officer of the Thornhill Companies. He has over 20 years of finance experience working for Fortune 500 companies, and extensive background in financial planning and analysis, budgeting and forecasting, valuation, modeling, process improvement and presenting financial operating plans to senior management. Mr. Stein served as the Commercial Finance Director at Treasury Wine Estates, where he managed a $96 million trade discount spend and a $17 million advertising and promotion budget. Additionally, Mr. Stein served as the Senior Finance Manager, Nuclear Division, at Entergy Corporation, and the Assistant Vice President of Finance at L’Oréal. He also served as the Senior Finance Manager and Analyst at Pfizer, where he managed multiple, multi-million dollar budgets and accounts. Mr. Stein has an M.B.A. in Finance from Washington University and B.S. from the University of Massachusetts.

Renita J. Ragan

MBA, VP Consumer Development
Renita Ragan’s vast professional experience includes both corporate programming and Wall Street. Ms. Ragan has been instrumental in assisting company directors in departmental growth and development, including while working at a 600-employee Gannet Company, Inc. newspaper location and as an Institutional Credit Analyst at Hypo-Bank. Ms. Ragan was a Marketing Specialist on the trading floor at Merrill Lynch and became a Stockbroker/Account Executive at the Rockefeller Center office at Merrill Lynch, NYC. As a Director at Essex County Community College, Ms. Ragan created and developed an accelerated learning program for the United States Board of Education, Office of Vocational and Adult Education. The accelerated learning program created by Ms. Ragan was selected, and published, to represent the State of New Jersey as a model for the country. Additionally, Ms. Ragan has participated on several boards and committees: the New Jersey Association of Life Long Learning, Advisory Board of Newark youth Mapping and the Advisory Board of the Newark Yes Center. Ms. Ragan has been asked to present at several conferences including The National College Transition Network and Best Practices for colleges in New Jersey. Ms. Ragan holds an MBA from SUNY and a BA in Accounting and Business Administration from Defiance College.
